The current regulations prohibit US persons from providing technical assistance to anything that would be export-controlled if it were inside the US. Pretty obviously, this would include diff's and documentation. Another potential liability is that any of the OpenSSL core team comes into the United States, they could perhaps be arrested for violating that law. You might think it's stupid, but this comes from a discussion I had with Cindy Cohn (?), one of Dan Bernstein's lawyers. If you don't know who he is, go see http://www.eff.org. There is a draft for new regulations that appear to ease things, but they are only in draft stage.
