Try these (I though you'd got a lot of replies the last time :-):
ftp://ftp.runestig.com/pub/openssl-0.9.4-bin.zip

One issue: openssl.exe may look for openssl.cnf in the default _unix_ location, 
specify the right place with the -config option.
