Yes, just fire up ActiveState's ppm.pl, and type        
        install Crypt-SSLeay

You can then test things like 
        lwp-request https://www.nodeworks.com

Its seems that the OpenSSL libs relevant to Crypt::SSLeay
are compiled into and installed with the ppm's SSLeay.dll
