There is no such thing as a "40-bit certificate".  What you likely
mean is that when you use Netscape to look at your site, it shows the
certificate and a note that the site uses 40 bit encryption.  This is
not a restriction of your HTTPS server, but a restriction of your copy
of Netscape (because of US export restrictions).  To upgrade its
encryption capabilities, get Fortify from <URL:http://www.fortify.net>
if your are not in the USA, or get a domestic version of Netscape if
your are.
