Yes, it is. But you don't really need it.
Follow the instruction (point 4) of
http://www.engelschall.com/sw/mod_ssl/distrib/mod_ssl-SNAP/INSTALL.Win32,
(it is not necessary to modify des.h)
With that, OpenSSL 0.9.1c works fine for me (under NT4.0).
