Yes I spotted that. There are a few bugs in gendsa and it isn't compiled
into the openssl application. I've fixed that in the current CVS tree
and it should be in 0.9.2.
For now you can use 'req' to create a dummy request with a DSA key and
then discard the request. Use -newkey dsa:dsaparamfile.pem.
If you just want to test things you can use the supplied DSA keys in the
apps directory: they are encrypted but the password is "1234". I've
removed the encryption in the latest tree.
