I don't think the server delaying removing it's notion of an active
session until its local channel data has drained is not necessarily
incorrect. It _does_ have an active session until all it is properly
disposed of.

Maybe there are some cases where the g/c could be optimised to occur
earlier, but 1) this just shrinks the timing window and doesn't close
it and 2) will necessarily complicate the channels code.
