Yes you can set KexAlgorithms, PubkeyAcceptedAlgorithms, HostKeyAlgorithms and MACs in sshd_config and ssh_config (either explicitly setting the allowed list, or by prefixing with "-" to remove them, eg "-ssh-rsa".
