It's a little disturbing to me that someone within LL would not see this as
a must-have feature.

Without having access to the crash report data, my guess would be that a
very significant portion of Viewer crashes are the result of the viewer
getting overwhelmed by requests (often because someone has their draw
distance up too high and then teleports to a complex build, or some similar
variant).  And if you spend any appreciable time in-world, it should become
clear early on that changing the draw distance to suit the
scene/location/event is essential to a good experience.  At a party/event
and things are getting laggy, drop the draw distance down.  Taking to the
skies and flying around the grid at altitude, or maybe setting up to take
some great pictures, increase the draw distance.

By having the control in an easy-to-reach spot, it makes using Second Life
significantly easier for the overwhelming majority of users.  And by having
draw distance at easy reach, it lessens the need for less advanced users to
have to click on the 'Advanced' button on the graphics tab of the
preferences screen.

I'd recommend that a ToolTip floater be added over the binoculars icon, to
reduce or eliminate confusion.  Something like "Adjust the distance from
your avatar that the Viewer tries to draw (lower = faster/less lag, higher =
longer load time)".

It's a simple and intuitive control that uses very little screen space, and
empowers residents to easily improve their viewer performance and SL
experience.
