I have all those directories (and more, see 
https://wiki.secondlife.com/wiki/Viewer_2_Microsoft_Windows_Builds
for complete list). I don't think the contents here are the issue. After
all, those includes work for the GUI, for some reason the CLI is not
getting them would seem more likely to me.
