To answer your questions Sheet: First off viewer-development ( aka Snowstom) dose still use the same set up as you use for Snowglobe.
Second http://wiki.secondlife.com/wiki/Viewer_2_Microsoft_Windows_Builds is more current for building the viewer but it needs to be updated to include a link to the TortiosHG page so you will be able to access the new repository system.
