There's a difference between 'releasing' a Development build and other categories of viewers (Project, Beta, or Release; see https://wiki.secondlife.com/wiki/Viewer_Types ). We actually do not want to apply the 'normal' standard that a Development build can't have any regressions in it - that would make it equivalent to a Beta or Released build.
