Law cannot govern viewers, only humans; in this case developers and
users. Mashing them up together and repeating the same thing doesn't
make you any more clear.

Developers don't connect to grids, viewers do at the behest of users.
As it stands (your previous email withstanding) developers are legally
responsible for their users when implementing SLUDP.

Explicitness is apparently no evidence of clarity.
