WGET is part of linux. It should also be available on Windows: http://gnuwin32.sourceforge.net/packages/wget.htm
To compile, you can try these instructions: http://wiki.secondlife.com/wiki/User:Dzonatas_Sol/Communicator It compiles on Windows, but I don't distribute a binary -- just the patch.
