That's not what it does. Streaming media (and media on a prim) is enabled on by default as opposed to the old viewer where it was off and needed to be explicitly enabled. There are pros and cons to either approach of course. And it is a beta. This is an area I'm sure LL would appreciate some feedback since it's a new feature/extension of an existing one.
If you don't like it you can turn it off and selectively enable media as desired.
