The policy explicitly forbids exporting full permission items if you
didn't create every part of them.  Even if you have permission from the
creator to export them.  Even if the item is open source licensed.  Even
if it's from your collaboration partner.

As you imply this may not be enforced because it's frankly a very stupid
policy, but if that is the case and intent then there is no reason for
the policy to say it and it should be removed from the document.
