Jeff, I can't speak for Oracle, but I know that it's not (easily?) possible to build/create your own EBS-backed AMIs...I attempted getting this working a couple months ago but only came up with dead ends. One of my emails with a Sun engineer suggested there are changes needed to be applied to the ramdisk image used, but these can't be changed by customers.
