Looks like I can't upgrade (although I'm hoping there is a workaround).
If I let it run to completion, I see:

pkg: Requested "install" operation would affect files that cannot be modified
in live image.
Please retry this operation on an alternate boot environment.
Do you have packages installed from "/contrib"? If so, you may be
running into
13233 /contrib packages should not depend on "entire"

The work-around is to uninstall the packages in question - you can find
out the list by running
pkg contents -Ho pkg.name,action.raw -t depend | \
grep fmri=entire@ | cut -f1
