The tarball includes the source for the gtk theme engine, which you'll need to build yourself if you want the full effect.

There's no practical reason we couldn't make Blueprint available as an optional OpenSolaris install from pkg.opensolaris.org, but since the style and colours reflect an older era of Sun branding, it's probably a marketing call really. (Even if they don't want to, AFAIK the licensing would allow anybody else to submit it to /contrib via Source Juicer, if they wanted to... but don't quote me on that, I haven't checked.)
