Indeed-- I find myself doing a complete Ubuntu reinstall every few months, because continually upgrading tends to accumulate config file crud that it shouldn't, and occasionally breaks things altogether. (Something that's only going to get worse for me I fear, now that PPC is off the supported platform list.)
