Well, actually, it started out more like NextStep, using a Mach kernel. FreeBSD kernel bits got added, and originally the userspace was mostly NetBSD (but that apparently changed, especially after they hired a FreeBSD advocate).

Anyway. Keep in mind that theirs is a different target market. Most of their users don't care what's under the hood, and don't want to ever run Terminal.app. We may talk about BSD, System V, Mach, etc, but most users out there really don't care.
