I agree completely. I have experienced first-hand the proposal of a good and useful, non-code project that, when it was socialized and proposed to the associated community, was not blessed. And a year later, the project is more active than it ever was in its infancy, because it was a good idea before its time. The simple process we have for getting projects going should not be changed, but if it must, the devproc document must also change.
