To say JDS is more 'functional' than CDE is a somewhat vague, general
statement. If we define 'functional' as how "easy" it is to configure JDS
or CDE, then CDE certainly has some noteworthy characteristics, as you can
do *lot* with just vi and a [.]dt directory. The same cannot be said for
JDS, and I've heard many times from other users that JDS isn't
configurable at all (at least not to the extent of many other desktop
environments or window managers).
We may also define "functional" as how many apps each desktop environment
has. CDE or JDS both have file managers -- dtfile and Nautilus,
respectively; however, as everyone has said, CDE, itself, (meaning the
apps it has, etc.) is much faster than JDS, so what gives?
I'd say the one characteristic JDS has going for it is apperance, as more
users are familiar with the layout of JDS than they are with CDE's. I
don't think you could actually come up with one "function" or feature that
JDS has over CDE. Rather, off the top of my head (without coffee), I can
think of a number of features that JDS doesn't have, that CDE does (can
anyone say 'dtksh'?)
I know that Sun is putting a lot of effort into JDS (rather that's
misplaced or not isn't the question), but considering how much effort Sun
*actually* is putting into JDS, shouldn't we see a lot more, as far as
unique features, etc. from it? This is the reason I refuse to switch to
JDS -- Sun hasn't really provided me with a reason to switch from CDE
(other than not supporting it in the near future).
So, is JDS really more functional than CDE? I would think not. Is CDE a
bit more lightweight (what I interpret your definition of 'faster' to be)
than JDS? Definitely.
The question really comes down to which is more "pretty" and if "pretty"
means anything to you, as the user.

JDS has more functionality.
Neither is suitable for administration.
