Isn't part of the problem the fact that some (a lot?) of "communities" now need to be converted to projects (now the site has defined and supports projects, that is)?
For example, looking at the list of original "communities" that were born when opensolaris.org went live on 06/14/05: Under the new policy and site structure, aren't a lot of these actually projects and not communities?
