Not technically, bugzilla won't prevent you from adding comments. As long as someone reads the bug and takes actions, it's still vaguely usable. This is bugzilla explaining that the version of the bug you were looking at wasn't current by the time you made your change. the hg equivalent message would be something like "remote has unsynced changesets" iirc. Bugzilla will generally let you commit changes anyway, although it's generally best to just copy your comment, reload the bug. paste your comment, ensure your comment still makes sense, and commit. This is roughly the same thing you would do w/ a version control collision :). New versions of bugzilla offer the ability to submit just comments w/o hurting the rest of a bug's state, which is like a "smarter" merge algorithm.
