I completely understand your frustration.  I've CC'd the individuals who
worked on the bug (based on information in the CR), including the engineer
who closed it out.  Perhaps they can explain why they chose to use the
(hidden) comments section, and why you were not contacted before the bug
was closed.

Anyway, the claim in the comments section is that the "extern "C"" stuff
around the header file should've caused the compiler to not treat
"explicit" as a keyword.  I don't have a C++ specification handy, but
AFAIK "extern "C"" only affects the linkage/mangling rules, not the
keyword namespace.  In any case, it's unclear from the Comments section
what was done to prove this was a "compiler issue", but that was the
stated reason why it was closed.
