It might help to remember that there are two distinct types or definitions of "architecture development/review" in play here:

    Internally focused on the component or feature being developed
    (i.e., component architecture),
and
    Externally focused on the impact that this change will have on
    the systems that incorporate it (i.e., systems architecture)

The development team and its community are responsible for all of the former; the ARCs (really, the leaders of all the related development communities) are responsible for the latter.

Adding to the confusion is that most of the people that are on the ARCs are also active in their own community's architecture efforts; we simply need to be aware of which hat they are wearing at any given point :-)
