basically I have a doubt, can I use the ' C' function defined either in an header file or .c file in perl implementation

I want to implement the utmpx_write_boottime() call purely in a perl implementation.
and morever I main requirement is that how can I get to know whether the wtmpx logging is not working on the server ? and what would be the proper fix for it ?
Any inputs are greatly appreciated..
