It would be inconsistent with the current tagging _but_ it would be a useful addition IMHO. It could work the same as railway:signal:direction=both works, see https://wiki.openstreetmap.org/wiki/Tag:railway%3Dsignal So if railway:signal:height is given it would apply to all signals at the given node, if not otherwise explicitely specified different, i.e. it would even simplify tagging for signals in countries where different heights at the same pole are permitted. > 2.
