[openrailwaymap] Lifecycle tagging: tram or rail?

Greetings! - new member from the US here.
I'm going through and fixing abandoned and razed railways that I added in the 
past, making sure that the lifecycle tags "abandoned:railway" and 
"disused:railway" are present and accurate.
One annoying issue that I can't resolve - what to tag when a route formerly 
featured tram AND freight operations. Does "rail" serve as the hierarchical top 
level, so that if the line operated as a standard rail line at any time, any 
other service is ignored? I'm assuming that a tag of "rail;tram" is not 
acceptable.
