Maybe with a clear help documentation and a good default setting, it
will not be so confusing. I think we can have
--disable-install-jimtcl, default off, i.e, --enable-install-jimtcl,
for jimtcl. Then turn it on in OpenOCD. The help documentation could
be

  --disable-install-jimtcl  controls installation of jimctl and related headers.
                            usually used when jimctl is embeded in
another program.

I'm also wondering if it's a good idea to make jimtcl use automake,
which should make implementing this easier.
