Yes once you upgrade/downgrade the J-Link firmware, it will re-enumerate
and therefore you will need to re-install the libusb-win32 device filter.
But it is quite convenient with the GUI filter wizard.

BTW, this seems to only affect V8 J-Link, I tried a V7 with the
latest J-Link firmware and it works with OpenOCD.
