Sure, but it's been 18 months (1.5 year!) since a release and waiting for some more non-tivial changes can postpone a release by unknown amount of time. Maybe two weeks, maybe two months, maybe another year. SWD will probably don't get much testing, as - IMO - not many people have SWD-capable interfaces and SWD-capable targets.
This way we can wait forever... A bugfix release would allow people to use "official release" that is recent, not 18 months old.
I can help as much as I can, but I don't really know what skills are required so I don't know whether I'm able to do it by myself. And - again - I don't expect that release to be some milestone - just bugfix, that's why 0.4.1 number would be appropriate.
