It's not the .dll you're missing - the drivers for your JTAG need to be replaced. Use the zip archive included with OpenOCD - you may want to try the most recent "development" release (openocd-0.5.0-dev-100827221639) - it has the most recent libusb-win32 drivers. Check the info.txt file in the drivers archive for some instructions.
