Start with PATCHES.txt in the current release ... (1) write the code (2) submit patches (2a) revise the patches in response to feedback (2b) resubmit patches (3) etc ... until the maintainers merge your code. In short, it's a fairly standard process, pretty much what you'd follow with any Free (or open source) software project. I don't think we'd be keen on merging anything until it provided basic upload/download of code/data, register access, breakpoints, and all that other stuff ... basic "machine language debugger" functionality, in short.
