I assume you are booting via internal boot mode. In this mode the watchdog is
enabled and this is what happens every 15 seconds as you noted.
You can disable the watchdog on your config script:
#Watchdog
0x53FDC000 0xFFB6 16
0x53FDC000 0xFFB2 16
0x53FDC000 0xFFB0 16
(not OpenOCD format, but just to give you an idea)
