Same mess:  that's all deep internals of the server, and when
such things start getting out of sync things will go REALLY wacky.

Users don't depend on startup.tcl; the server itself does.  And
it's not exactly a customizable thing ... there's all sorts of
internals there which we don't document and don't really want
to be supporting random changes to.
