Hello,

I tried again with latest version of cygwin + lattest version of master
branch. I don't get warnings while compiling the source code, but I get
error while compiling the documentation. It seems that the new version
of tetex (version 3.0.0-3) is cousing the problem.

Compile error on cygwin with tetex-3.0.0-3:

Making pdf in doc
make[1]: Entering directory `/home/ferdi/openocd/doc'
TEXINPUTS=".:$TEXINPUTS" \
        MAKEINFO='/bin/sh /home/ferdi/openocd/missing --run makeinfo
-I .' \
        texi2dvi --pdf --batch openocd.texi
This is e-TeXk, Version 3.141592-2.2 (Web2C 7.5.4)
 file:line:error style messages enabled.
 %&-line parsing enabled.
---! /var/lib/texmf/web2c/etex.fmt was written by pdfetex
(Fatal format file error; I'm stymied)
/usr/bin/texi2dvi: texinfo.tex appears to be broken, quitting.
make[1]: *** [openocd.pdf] Error 1
make[1]: Leaving directory `/home/ferdi/openocd/doc'
make: *** [pdf-recursive] Error 1

No error on cygwin with previous version of tetex (tetex-2.0.2-15).

I don't know how to fix this.
The work-around is to install the previous version of tetex.

Greetings,

Ferdinand
