Today I just tested OpenOCD 0.2.0 under Windows with J-Link V3 (IAR OEM) and V7 (ADI OEM). Indeed the intermittent startup issue does not happen under Windows. This seems to affirm the conclusion that there are some behavior differences between libusb 0.1 and libusb-win32 0.1.
