Or how about just move them all to "scripts" or "config".
As has been noted, it's not quite TCL.  Agree that it should
get dis-entangled from the C code.

Suggest this get done soonish.  It'll start shaking out some
of the issues Wookey noted (just how do we want the script
libraries to structure/evolve).  Doc will need changing too.

Yes, /usr/share is about right.  I don't think we're set up
yet for an /etc/openocd.cfg though ... for that matter, we
aren't even ready yet for standardized server startup.
