How do you then handle reordering?

The nice thing about two lists is that one is the enabled tap controllers
in order and the other are just *all* tap controllers that the system
knows about.

I'll do some profiling on the rewritten code and then we can deal with any
problems we find based on evidence. :-) I think we can focus on a clean
design for now.
