This is a very unique use case to make a code change for, I wouldn't
call it an issue. What if you don't have an DOWN in your notification
subject, what if it's spelt Down or what if the subject line says '/E1/
controller is shut /down'/?
Also removing the RESOLVED, if using severities, the subject may say
"Major - The node is UP"
Better to have the notification id pre-pending the subject line for
notification tracking, and thus "#%notifid% Major node is DOWN" becomes
"RESOLVED: #%notifid% Major Node is DOWN"
