A patch is the easiest way for us to look at changes that are not  
checked in, so just create a bug and attach the patch.  Be sure to  
note that it's a preliminary patch.  Handling this through the bug  
tracker seems the best way to me since it lets everybody observe and  
comment, and the record of all correspondence is in a single place  
rather than spread through mailing list archives or IRC channel logs.   
That's not to say we can't discuss the patch on the lists or on IRC,  
of course!
