This ended up being a port issue in the firewall. I didn't notice the port got changed to a different server. All fixed now.

You cannot upload files either from those machines. Other machine you can see and upload. Same version of windows on all computers. Also IE 8 has been reset to default. It seems to be only people outside the firewall.
