Hello Pete,
IMHO I can summarize sip documentation for 1.9.1 in the following sentence:

SIP does not work in 1.9.1

This comes from the fact that Timur commits which fixed SIP have
happened on Mar 27, 2012. OpenMeetings 1.9.1 was released on Tueasday
13.12.2011.
