You can always login as Administrator, also if the SIP is *not ready*

Then you goto Administration > Configuration ... there is an sip_enable key,
and you put an 0 instead of 1 into the value.

For the exact values about Kamilio you need to get in touch with JNT, they
have all the infrastructure and knowledge about the SIP Routing.
