/opt/dirsvcs/etc/openldap/base.ldif

That means you're telling slapadd to use that slapd.conf file, it says nothing about what slapd itself is using at startup.

Do we have a tarball option for the 2.6 version? I can look to upgrade it.

The OpenLDAP website has a tarball of the source available for download.
