The file element-list has replaced package-list in the javadoc api directory is now used by the javadoc binary. As it is not currently excluded when calling dh_compress it will be gzip and that causes javadoc to fail to recognize the /usr/share/doc/openjdk-10-jre-headless/api/ directory.
