If they have so much desire to contribute why are they not members? Seriously, 
why should dues paying members listen to people unwilling to pay the dues at 30 
Euros? It's not as if it's required for access to the existing mailing lists.

Primary motivation is it provides for asynchronous official meetings by 
conducting them on a mailing list using Robert's. This makes participation 
easier than a synchronous meeting.

It also makes it the official minutes of the association. This avoids a lot of 
work compiling the minutes. It merely spreads an official meeting out over 
several days to accommodate time zones and work schedules. It makes serious 
participation easier. You have time to research a reply.

I was an HOA president for 2 years. I was the only person eligible under the 
by-laws ;-( It was "educational". I had to hire an off duty constable to keep 
order at the annual meetings! And *very* necessary. Not much fun, but I did 
learn about meeting agendas, order of business, etc. 

So I'm looking at how to conduct this with the least effort as transparently as 
possible.

Not everyone is able to participate, even if they want to.  Some people who are 
not able to participate make valuable contributions to the project.

It is useful for interested parties to be able to engage in the discussion.
