Hi The Problem is that you Zone doe not use a UTF-8 locale. It will be the same with any package that includes files with non ASCII characters. This has popped up some months ago already. And is expected although IMHO stupid behaviour of Python3 (And Ruby and Perl for that matter)
The fix is simple. Always run "export LANG="en_US.UTF-8" before you install packages.
